Here is how that works: the main throttle is engineered so that when it is brought to zero, it is still delivering enough power to NOT cycle the e-unit. WHy? So that you could power down for a switch or some other reason yet not have to deal with the engine going into reverse. So the direction control switch allows you to switch directions without using the throttle for this purpose. In the middle position, you can even have the locomotive completely stopped while power is still being delivered via the throttle to the track.
