You are looking at a Lionel #41 Army switcher from 1955. And as you can see, though it is structurally good, it has a few cosmetic issues. This one was just serviced here and is running as it should.
This is the Lionel 41 U.S. Army Transportation Corps Switcher, offered in 1955 through 1957. It is a model of a gas turbine, also sometimes called a Vulcan Yard Switcher.
These 2-4-2 switchers are something different to add to the layout.
It's compatible with Lionel, Atlas O, K-Line, Marx, Williams, and other three-rail O gauge cars.
