You are looking at a newer version of a classic postwar Lionel operating car--the Operating Target Launcher. This is the car that would float the balloon above it, and you could aim your missile car at it, launch the missle and blow the target out of the sky.
This one looks and operates just like the original from the good old days.
Item is in very good shape, operable. The balloons are still sealed. The box shows some wear.
