You are looking at a neat Lionel item--this is very CLEAN Operating Track Control lock on for use with your Lionel tubular track. This one looks excellent and comes with the track extender pins.
You can use the OTC lockon for various operating freight cars that require the additional control rails to operate. The OTC lockon is made to clip on to O27 track but you can use the attached O gauge adapter pins to make it work with O gauge. The rails here actually appear BETWEEN the rails on your layout, creating control rails that your sliding shoe pick up can contact. The rails are 027 height, but the extra pins here extend the rail height so that they are more in line with O gauge track. Some of the cars that use it include Operating Horse Car and Circus Car, lumber dump car, twin bin dump cars, and many more.
