You are looking at a super Lionel limited release from way back in 2001--that's right, 24 years ago!
This is a complete set featuring a diesel engine, flat cars with Ford Mustangs from different eras, and a caboose. It was a premium collector set and did not come with track or transformer.
The engine is TMCC Command UPGRADEABLE. The signlsounds are also UPGRADEABLE.

CONDITION: C-7+. Engine has some light rubs, a few shiny spots on roof. Caboose pick up shows a little use. Boxes are all excellent with a few rubs and punctures from shelfwear. A beautiful set.
