You are looking at a colorful and rare addition to your Lionel collection. This is the collectible Lifesavers smoking bay window caboose, one of the more highly sought after cars in the TTOS Southwest Division's popular Lifesavers series.
There were seven cars made total I believe. This was the sixth in the series released around 2013. This car came with Lifesavers decals which were included in case you wanted to make one of your existing locomotives match the set of cars! Yes, the decals are here.

CONDITION: C-9 new open box. Smokestack does not appear to have even been installed yer. With instructions and extras including decals for a loco to be modified to match. The BOX is crisp and like new with a paper rub on one end where there was likely a price sticker.
