You are looking at a fun American Flyer accessory offered from 1946-54, the lighted signal tower.
This building stands two stories tall on the layout, so it looks really great--especially in your train yard!
CONDITION: C-6. Tested and lights. Has a fair amount of oxidation, wear, some spots and rust, a few paint nicks. One window is bent in a little, and the roof does not sit flush (will let you adjust it).
