You are looking at a PENNSYLVANIA streamlined tender from the early 1980s. This one will hook up to any O/027 steam engine.
The tender has the mechanical chug sometimes called a Rattler and sometimes called mechanical Sound of Steam. The mechanical SOS makes a chugging sound as you go around the track--there are beads of some sort in the tender wheel (you can see it in the middle underneath of the tender in the pictures below) that go around as the tender rolls down the track, thus making the chuffing sound. It is a simple mechanism, but sounds good on the layout.
CONDITION: C-6. Tender manual rattler chug sound works. Cosmetically, it shows some rubs and a few light scratches. There is white price sticker residue on the deck. It does not come off, so you might want to color in. All pictured. Pictures are part of the description.
