You are looking at an accessory that Joshua Lionel Cohen wanted to make and even announced as the 213 in 1950, but never did.
Lionel produced this 6-12782 Operating Lift Bridge with Bell & Lights in 1991-92. When activated, the center span lifts straight up, and a bell and flashing warning lights activate as well. It is something to see.
This is a BIG ONE. It is so big that needs its own power supply to operate at its best.
All the action is handled from a control box which lets you do it all at the push of a button: raises and lowers the moving bridge surface, blasts the warning horn, rings the bell. A single motor operates the gears, pulley strings, and warning lights, taking he bridge up and changing the signal lights for the track to red and the ones for the "river traffic" to green.
There are yellow/green strobe lights rotating at the top the piers while power is ON. The upright spans are illuminated. As counterweights keep span raised, power to trackage is cut, and it is restored when it touches the track again.
It is compatible with all of your O gauge brands such as MTH, K-Line, Williams, and more.
