This is a pair of brand new roller wipes for the R&L Track Cleaning Car. That is the one with the round metal pipe on top of the flat, and the cylindrical sponge rollers underneath.
These rollers are for the R&L Track Scrubbing car in O gauge. These may fit the G scale size as well, but I am not 100% sure.
Some of the features that make the R&L so successful are its heavy weight, the angled aspect and adjustability of the scrubbers, and even the fact that the scrubbers can come off easily and be easily replaced.
It is good to add Goo Gone (manufacturer recommends) or denatured alcohol to the rollers.
